Justin Shelley, M.S.
Director of Housing and Student Conduct

I’m the Director of Housing and Student Conduct at the University of South Carolina Beaufort. I earned a bachelor’s degree in Sport Management from Old Dominion University and a master’s degree in College Student Personnel from the University of Tennessee, Knoxville. I’ve worked in student affairs for over 10 years, focusing on residential life, student conduct, and leadership development. I’m passionate about creating safe, engaging communities where students can thrive throughout their residential experience. I also enjoy mentoring students outside of the classroom through the USCB Student Success Coach program and by serving as an advisor for our Beaufort Area Council student organization. Outside of work, I love playing golf, watching football (Go Vols and Ravens!), and spending time at the beach.
David Ndozi, M.Ed.
Assistant Director of Housing and Student Conduct

I serve as the Assistant Director for Housing and Student Conduct at the University of South Carolina Beaufort (USCB). I have been a part of the USCB Housing team since August 2023. I hold a bachelor’s degree in Criminal Justice, a master’s degree in Higher Education Administration, and I am currently pursuing a Doctorate in Public Administration with a focus on policy, local government, and nonprofit collaboration.
I bring more than a decade of experience in student housing, residence life, and leadership development, having previously served as a Resident Assistant at the University of West Georgia, Graduate Resident Director and also as a full time Resident Director at Georgia Southern University before joining USCB. In my role, I help oversee the student conduct processes, supervise professional and student staff, and lead initiatives that strengthen staff engagement and appreciation. I also manage training and development programs for Resident Assistants (RAs) and Resident Life Coordinators (RLCs), with a focus on fostering a positive and inclusive residential community.
My professional interests include student leadership development, organizational culture, and creating strategies that connect housing operations to broader institutional goals. I am passionate about building strong, supportive communities where students can thrive academically and personally.
USCB has been a great fit for me because of the opportunity to collaborate with dedicated colleagues and work closely with students in ways that directly impact their campus experience. I value the sense of community here and enjoy contributing to a living learning environment that supports both student growth and staff development.
Laura Rychalsky, M.A.
Associate Director of Housing Operations and Facilities

I serve as the Associate Director of Housing Operations and Facilities. I joined USCB in 2022 and have worked to create a welcoming residential experience that supports student success and community. In my role, I manage room assignments, check-in and closing procedures, as well as social media and communication for the Office of Housing and Student Conduct. I am a proud alumna of Western Illinois University where I earned a Master of Arts in Communication and Bachelor of Arts in Broadcasting.
In addition to my position, I serve as a Student Success Coach, Deputy Civil Rights & Title IX Coordinator for Students, am an active member in the Southeastern Association of Housing Officers and South Carolina Housing Officers Association and a volunteer with Bluffton Self Help.

Residence Life Coordinator | Beaufort Campus

I serve as the Residence Life Coordinator for the Beaufort campus at the University of South Carolina Beaufort (USCB). I am a proud USCB alum with a bachelor's degree in public health. As a student, I was honored to serve three consecutive years as Student Body President, an experience that strengthened my leadership skills, deepened my commitment to student advocacy, and allowed me to work closely with faculty, staff, and peers to enhance campus life. These opportunities inspired my passion for higher education and student development.
In fall 2026, I plan to pursue a master’s degree in Higher Education to further support student success and community building. I am dedicated to creating a welcoming, supportive environment for all Sand Sharks.
Student Conduct: Rules, Regulations, Policies and Consequences at USCB
Our students are expected to make themselves aware of and abide by the policies outlined in the Student Handbook. By joining the USCB community, each student acquires right within, as well as responsibilities to, the entire community.
